2023 Award Winner: Rebecca Mitchell, The Elizabeth Durfee Hengen Award

For outstanding leadership in preservation planning, advocacy, and education

Rebecca Mitchell has set a new standard for local advocacy and engagement. Twenty years ago, when she and her husband moved to Stratham, she quickly joined local land use committees, planning initiatives, and most importantly the town’s Heritage Commission.

Rebecca brought new energy, focus and ambition to the Commission, and she was elected its chair for ten consecutive years.

She was both visionary and practical, savvy about communicating effectively, and incredibly energetic. During her tenure, the Commission helped preserve and protect some of the town’s most vulnerable historic buildings, raise awareness and appreciation of the town’s heritage, and celebrate a shared heritage for residents of the town. Specifics include:

  • Adding several properties to the National Register and State Register of Historic Places, a town-wide survey of historic properties, and well-received educational programs.

  • A robust chapter on Heritage Resources for the newest town Master Plan.

  • Adoption of innovative planning and preservation techniques, such as a demolition review ordinance, a new form-based zoning code that fostered mixed uses and walkable streetscapes, and creation of the first Neighborhood Heritage District in the state, safeguarding Stratham’s agrarian heritage along the heavily developed Portsmouth Avenue corridor.

  • Establishment of a Capital Reserve Fund for the Heritage Commission that would allow funding of such endeavors as well as easements and purchases.

  • Effective acquisition, preservation and stewardship of vulnerable community landmarks including the 18th c. Lane Homestead, the c. 1810 Bartlett-Cushman House and historic Town Hall.

She has mentored other volunteers and encouraged a next generation of members who will continue to carry on the Heritage Commission’s great work for years to come,

Rebecca’s passion for her work is infectious and her leadership has made Stratham a far better place for all of us.  Her example serves as inspiration for other people and communities statewide.
